Kitui Teachers Sacco was founded in 1976 by 11 members with the objective of giving each other a place to save and acquire affordable loans. However, actual lending did not begin until 1978.Initially, membership was restricted to Government employed teachers but the Sacco has since changed its by-laws and opened its doors to accommodate employees from other Government ministries and organizations. It currently has over 20 000 active members. The core values that guide the operations of the Sacco are;

If one wishes to become a member, he/she needs to;
- Be at least 18 years and have an income source
- Complete membership application form
- Attach copy of ID card or passport
- Provide a colored passport size photograph
- Provide an entrance fee of 1000 shillings
- Have the FOSA account opening fee
- Have minimum share capital of 10 000 shillings
